This web posting provides guidance to the FY2016 Formula Grant Award process. It is intended to serve as a reference for Council on Aging (COA) directors and interested municipal officials.

With the passage of the FY2016 General Appropriation Agreement (GAA), the Executive Office of Elder Affairs (EOEA) will issue Formula Grant Allocations at a rate of $9.00 per elder, per municipality. Regardless of size, all communities are eligible to apply for at least $4,500. (See table of allocations below.
EOEA uses the (2010) federal census as the foundation for award allocations.
To ensure that Formula Grant payments will be issued as soon as practicable, COAs are asked to have their municipal accountant/finance officer complete and submit the “Statement of Grant/Allocation Balance for FY2015” no later than August 26, 2015. Late submission of required material may be subject to payment processing delays.
Formula Grant contracts for FY2016 will be issued as soon as practicable; they should be completed by the COA municipality and returned to Elder Affairs within 30 days of their website distribution. You do NOT need to “overnight” this document.
If the name of the COA Director/Chairperson is not current, please Do Not Modify the name that appears in the CONTRACT MANAGER box on the contract. An incorrect name does not invalidate the contract. Please know this office seeks to keep this information as current as practicable.
